Areas of work

The Council for the Republic has five areas of activity promoting different projects:

Political scope

Republican legislative content

  • Popular legislative initiatives.
  • Constituent process.
  • Constitution of the Catalan Republic.

Republican Citizenship

  • Tools to start exercising citizenship and to be recognized as a citizen of the Catalan Republic.
  • Participation and decision tools, enhancing the role of the citizen in the democratic management of a modern State.
  • Coordination of national and international mobilizations to defend and explain the Catalan Republic.
  • Development of regulations for elections to the Assembly of Representatives.
  • Participation in the concerted strategy for the effective deployment of the Republic.

Republican structures

  • Tools for financial sovereignty.
  • Preparation of the organization and operation of Republican institutions.

International scope

Strategy for the recognition of the republic

  • Dialogue with political and international actors for the future recognition of the Catalan Republic.
  • Coordination of efforts by Entities and Institutions.

Diplomatic action

  • Presence of the Council for the Republic in international forums and international debates related to the right of self-determination.
  • Be an observer in the processes of self-determination that are active in the world.
  • Strengthen relations with democratic and non-violent movements that support the right to self-determination.
  • Maintain contact with diplomatic representatives and other observers in relation to the process of Catalonia’s independence.
  • Strategy for a citizen diplomacy that activates and coordinates messaging, actions and exploits the network of citizens of the Republic who are ready to engage.

Civic mobilization

  • Generate proposals to gather support from other countries’ citizens in the defense of political and civil rights.
  • Promote European citizen initiatives to demand the European Council to activate article 7 of the EU treaty in the case of Spain.

Juridical scope

Defense of civil and political rights

  • Active defense of individual and collective rights before international bodies and courts.
  • Denounce violations of fundamental rights.
  • European academic monitoring of the trial and sentence against our political and social representatives accused of allowing the referendum on October 1st.
  • International observers presence at the October 1st.
  • In the meantime, Spanish nationalist groups attack others with impunity.

Defense of the right to self-determination for Catalonia

  • Creation of an international white paper about Catalonia as a subject of the right to self-determination.
  • Present Catalonia’s case at international organizations.
  • Lead, based on the case of Catalonia, the creation of an international reference framework with other nations in a similar situation.

Cultural scope and dissemination

Activities for the Catalan language and culture

  • Contribute to the internationalization of the Catalan reality through cultural action.
  • Defend linguistic rights in international forums, denounce the path to the minoritisation of the Catalan language.
  • Establish bridges with citizens from abroad from cultures present in contemporary Catalonia and promote their knowledge and protection.

Dissemination, communication and editorial action

  • Promote communication channels and contents in several languages ​​about the process of self-determination in Catalonia.
  • Promote official publications of the Council for the Republic.
  • Publicise reports, dossiers and materials that emerge from the other areas of action of the Board, in all formats.
  • Publish books related to the case of Catalonia.
  • Communication policy at the international level.

Analysis and knowledge

  • Watch group to monitor the awareness and opinion of citizens from other countries about the Catalan case.
  • International group of academic experts in the field on self-determination and in the case of Catalonia.
  • Gather complex and precise data, and updated information, to support decision-making.
  • Expert groups on democratic innovation, participation, big data, citizen mobilization and nonviolent direct action.

Research centers

  • Establish bridges with research centers on the right to self-determination around the world.
  • Stimulate international research on the case of Catalonia.
  • Participate in academic panels.
